Number of NYC teens shot skyrockets, NYPD data shows

New York City is facing a troubling increase in the number of juveniles shot, with a 15% surge compared to last year and a staggering 114% rise since 2018, pre-pandemic, according to recent NYPD data.
In 2018, there were 14 juvenile shooting victims and 10 juvenile shooters at this point in the year. Fast forward to 2025, and the numbers have jumped to 30 juvenile shooting victims and 17 juvenile shooters. These statistics paint a grim picture of the escalating violence among young individuals in the city.
One heartbreaking case that highlights this trend is the tragic death of 18-year-old Juan Jose Pena, who was fatally shot in the Bronx while on his way home. Pena, who had aspirations of joining the Navy, was senselessly killed in February. His devastated family is still reeling from the loss, with his mother fleeing to the Dominican Republic with her remaining children out of fear for their safety.
The alarming increase in teen shootings has left families like Pena’s and Yanely Henriquez, whose 16-year-old daughter Angellyh Yambo was fatally shot in 2022, demanding action from elected officials. Henriquez, who lost her daughter in a senseless act of violence, is haunted by the statistic that more kids are at risk of meeting the same fate as her daughter.
The rise in youth shootings has been attributed to the Raise the Age legislation, which prevents courts from charging suspects under 18 as adults. This has led to a concerning lack of accountability and a sense of impunity among young offenders. Retired NYPD Assistant Commissioner Kevin O’Connor believes that this law has contributed to the stagnant rate of youth crime in the city.
Despite efforts to address the issue, such as cracking down on teen gang activity, the root of the problem lies in the lack of judicial discretion and awareness of a teen’s criminal history. O’Connor emphasizes the need to empower judges to make informed decisions and prevent young individuals from spiraling into a cycle of crime.
As families continue to mourn the loss of their loved ones and grapple with the fear of youth violence, the city faces a pressing challenge in addressing the root causes of these tragic incidents.
