Advisory panel on ethical, legal issues in human health research disbanded

The Secretary’s Advisory Committee on Human Research Protections, a vital panel of experts that advises the Department of Health and Human Services on emerging ethical and legal issues in human health research, has been disbanded, as per an email obtained by STAT.

This 11-member committee, comprised of volunteers with expertise in bioethics and regulatory affairs, typically convenes three times a year to provide recommendations to the HHS’ Office for Human Research Protections (OHRP). OHRP holds oversight over more than 13,000 institutions in the U.S. and globally that engage in human subjects research supported by HHS. In addition to enforcing existing regulations, OHRP is mandated to offer guidance and education for institutional review boards (IRBs) in safeguarding the rights and well-being of human subjects participating in research. However, these activities have been hindered by chronic underfunding over the years.

The disbandment of this committee raises concerns about the future of ethical oversight in human health research, as this group played a crucial role in providing expert advice and recommendations to ensure the protection of research participants. Without the input and guidance of such a committee, there is a risk of gaps in ethical oversight and potentially compromising the rights and well-being of individuals involved in research studies.
