China Condemns American ‘Protectionism’ – The New York Times

The Chinese government has issued a strong criticism of American trade policies, accusing the United States of protectionism and violating the trade agreement negotiated during President Trump’s first term.

The statement, released by Beijing’s cabinet information office following President Trump’s decision to increase tariffs on Chinese goods, particularly condemned the US for planning to impose additional tariffs on low-value parcels from China without customs inspection or duties paid.

Despite the harsh tone, the Chinese statement acknowledged the inevitable differences and frictions in economic and trade cooperation between the two major countries.

In a report from the State Council Information Office, the US was criticized for tightening export controls on technology transfers to China with civilian and military applications, seen as a violation of the Phase One agreement. The report highlighted China’s adherence to the agreement’s terms, including increased purchases of American goods like energy and aircraft from Boeing.

While Boeing cited pandemic-related delays, Chinese airlines have also delayed accepting previously ordered planes, while a state-owned manufacturer in China is developing its own passenger planes.

The commentary on de minimis shipments praised their benefits for consumers and small businesses, noting the expansion of Chinese e-commerce shipments to the US. However, it also highlighted differences in tariff exemptions between China and the US, with the US having a higher de minimis limit.

The document did not mention that the US raised its de minimis limit in 2016, leading to a surge in shipments from China and boosting Chinese e-commerce companies.
